1. Kill the blended budget

2. Match offers to market maturity

New markets need awareness and trial offers; mature markets need retention and upsell. Running one national offer everywhere means overpaying at both ends.

3. Fix speed-to-lead before spending more

A lead contacted inside five minutes is dramatically more likely to convert than one contacted after an hour. If a location's contact time is slow, more ad spend just buys more ignored leads. Measure it per location.

4. Watch pacing weekly, not monthly

Most budget waste happens in the last week of the month — campaigns overspending into saturated audiences to hit a number. Weekly pacing views catch it while it's still cheap to fix.
